The Baltimore Region Comprehensive Climate Action Plan (CCAP) was developed through the U.S. Environmental Protection Agency’s (EPA’s) CPRG (Climate Pollution Reduction Grant) program, authorized under §60114 of the Inflation Reduction Act. The program provides nearly $5 billion in grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas (GHG) emissions and other harmful air pollution. The program administers funding for two phases: $250 million for noncompetitive planning grants and approximately $4.6 billion for competitive implementation grants. Seven local jurisdictions of the Baltimore-Columbia-Towson Metropolitan Statistical Area (MSA) and the Baltimore Metropolitan Council (BMC) applied for, and received,  $1 million in funding through the program’s planning phase. This phase included the development of a Priority Climate Action Plan (PCAP) and the CCAP for the Baltimore region. The jurisdictions and BMC will be required to submit a status report at the end of the four-year grant period.

Priority Climate Action Plan

Our first major achievement was the completion of the Priority Climate Action Plan (PCAP) for the Baltimore region. This plan identifies the biggest sources of greenhouse gas emissions and lists the most effective actions to reduce them.

The PCAP focused on delivering immediate benefits and identifying major sources of greenhouse gas pollution.

Comprehensive Climate Action Plan

We engaged with community members in Fall 2024 to ensure that the Comprehensive Climate Action Plan (CCAP) is inclusive and reflects the needs and values of the region’s residents. Over the year, we have drafted the CCAP, which will be finalized and submitted to the EPA by December 1, 2025. The CCAP builds on the PCAP's foundation, offering a detailed strategy for further reducing our region’s greenhouse gas emissions.

Feedback from the public will be used to inform and refine the draft CCAP, including the climate change impacts felt and observed by you, the region’s residents, and the mitigation and adaptation strategies proposed in the plan.

The project is funded by a $1 million grant from the EPA, which covers the planning and development of the PCAP and CCAP.
