The foundation to regional planning is guided by a number of federal requirements. However, the way we approach those requirements is suited to our region. So every year we talk with our various committees and key stakeholders about what needs there are and what we want to invest in. 

We take everyone’s feedback and come up with a list of projects and how much it will cost. Then, we share that list with the community and ask for your feedback.

Over the next year we are looking at specific tasks over a range of planning areas that total $3.4 Million. Below is a list of those tasks:
 

Plans, Projects and Studies

  • Preparing for new delivery technology, such as automated delivery vehicles 
  • Studying bus rapid transit (BRT) to see where faster, more reliable bus service could work in the Baltimore region
  • Recommending ways to improve public engagement in local transportation planning and decision-making
  • Strengthening roadway safety audits to help identify and reduce crash risks.
  • Using new data to understand inland flooding risks and how that may affect our transportation systems
  • Creating a funding and financing toolkit to promote transit oriented development
  • Preparing our region for new transportation options, such as driverless taxis

Training, Grants and Support  

  • Provide training for local transit providers, in partnership with the  Transportation Association of Maryland 
  • Offer transportation and land use connection grants to enable more people to easily walk, bike, and use transit
  • Support businesses and commuters with tools and programs that make getting to work easier 
     

How is this budget funded? 

The BRTB’s planning funds come from the federal government, primarily through the Federal Highway Administration and the Federal Transit Administration. Those funds are matched with state and local funds. These funds are provided to metropolitan planning organizations like the Baltimore Regional Transportation Board.


What this funding can be used for 

Federal transportation planning funds can be used to:

  • Study transportation needs and challenges
  • Collect and analyze data
  • Plan for safety, walking, biking, transit, and coordination across the region
  • Work with local governments and agencies
  • Engage the public and gather community input
     

What this funding cannot be used for

This money cannot be used to:

  • Build roads, bridges, sidewalks, or transit projects
  • Pay for construction or repairs
  • Fund day-to-day transportation operations

Identifying Work Tasks and Budget Requests

BMC staff collaborated with BRTB committee members and other stakeholders to update the budget for Fiscal Year 2027 (July 1, 2026 to June 30, 2027). We also made a list of potential studies, projects, plans, and other tasks to be completed in the next year. This process involved looking at feedback on various projects from our partners, staff and the public.

The BRTB released an updated transportation planning budget for a 30-day review and comment period. Federal partners will also be consulted in this review process.
